A small settlement called Coveland formed at the head of Penn Cove and served as the first Island County seat (1853-1881).

Captain Benjamin Barstow (d. 1854) opened the first trading post at this location [Coveland, Washington] in 1853.

The [Coveland] settlement was founded by Dr. R. H. Lansdale in the early [eighteen] fifties.

It is said that an Indian paid for the crime with his life and islanders tell of a tree at Coveland where he was hanged.

Island County’s first Commissioners’ meeting takes place in Coveland on April 4, 1853. (historylink.org) On April 4, 1853, the first Island County Commissioners’ meeting takes place in Coveland, the newly designated county seat, located on Penn’s Cove northwest of Coupeville on Whidbey Island’s east coast. The meeting is held at the home of Commissioner John Alexander. The other two commissioners attending are John Crocket and Samuel D. Howe.

May 29th [of 1853]. The doctor [John Miller Haden] and I, piloted by Col. Eby, tramped to a little settlement on Penn’s cove, called Coveland. Here Capt. Boscoe and Dr. Lansdale were holding claims preparatory to the inauguration of a big city, which, however, can only be realized after they have provided a water supply for the future occupants. Dr. Lansdale lives in a little hut on the edge of the prairie at the head of the cove. Capt. Boscoe was building a trading store.
